"Actually the real issue is these slow people are driving the maximum speed maybe 5 miles over the limit" They might think they are going the limit, but the gauge might be calibrated wrong. If they would just keep right except to pass, there would be no problem. Rolling roadblocks cause road rage and weaving which is more dangerous than speeding.
