Don't ban cell phones in cars if they can be accessed hands-free and eyes-free (like, for example, a Bluetooth phone paired to Ford SYNC). IMHO, talking to somebody on the phone is no more distracting than talking to somebody in the passenger seat. They're not going to outlaw passengers.
