As noted by JamesCalvin in the Why would a news article topic I posted suddenly disappear? topic, the Submission Guidelines list on the Submit News Article page has an item #2 titled "Avoid Pop-Ups or intrusive advertising", which contains the two lines "Do not post editorials, letters-to-the-editor or other opinion pieces" and "Do not post articles requiring registration of any sort for access" -- but these are not elaborations of the title; they're separate issues.
If the header for #2 were "Avoid unfriendly/inconvenient sites", then "Avoid pop-ups or intrusive advertising" could be one elaboration, and "Do not post articles requiring registration of any sort for access" could be another. But the part about posting news rather than opinion should probably be a separate item in any case. I think that the first part of the first elaboration of item #4, "Do not submit articles that are non-informational [or] commercial", should also be moved to the new bullet item.
